What is wrong with this picture?

Ok honestly. This is on the window outside of Blockbuster in Provo:


If you can't read it, the sign says that the there is not a lot of money in the store, and the managers do not have keys to the safe. The sign is about 3 times bigger in Spanish than in English. Is this illegal???
